Description
Request to authorize the City Manager, or his designee, to enter into a contract with Environmental Response, Inc.; Kary Environmental Services, Inc.; and Advanced Chemical Transport, Inc. dba ACTEnviro to provide hazardous and non-hazardous fluid spill cleanups and collection services on an as-needed basis including Household Hazardous Waste (HHW) events, in an amount not to exceed $3,110,000 over the life of the contract. Further request authorization for the City Controller to disburse all funds related to this item.

Summary
The contracts for hazardous and non-hazardous fluid spill cleanups will ensure contaminant spills and/or fluid leaks are quickly remediated from surface streets and rights of way and proper disposal guidelines are followed as required by law. This will allow the City to maintain compliance with all federal, state and local regulations. The contract will also support continuation of HHW events that are held approximately nine times per year. These events allow residents to dispose of various hazardous and non-hazardous waste that is not accepted at the City's transfer stations. The vendor will be responsible for collection of the material at the events and to ensure proper disposal is achieved to maintain compliance with all federal, state and local regulations.
Procurement Information
Invitation for Bid (IFB) 20-SW-016 was conducted in accordance with Administrative Regulation 3.10. Two groups were identified in the bid submittal, to include Hazardous/Non-Hazardous Fluid Spill Cleanup and Hazardous Waste Collection. Three offers were received by the Procurement Division on July 10, 2019. Two vendors bid on group one and all three vendors bid on group two. The offers were evaluated based on price, responsiveness to all specifications, terms and conditions, and responsibility to provide the required services. All three vendors are being recommended accordingly below:
Kary Environmental Services Inc.: Group 1 - Hazardous/Non-Hazardous Fluid Spill Cleanup - $314.00
Environmental Response, Inc.: Group 1 - Hazardous/Non-Hazardous Fluid Spill Cleanup - $410.00
Advanced Chemical Transport, Inc. dba ACTEnviro: Group 2 - Hazardous/Non-Hazardous Waste Collection - $4,227.95
Contract Term
The initial one year term shall begin on or about Nov. 1, 2019. Provisions of the contract include an option to extend the contract up to four additional years, in increments of up to one year, which will be exercised if considered in the City's best interest to do so.
Financial Impact
The aggregate estimated contract value including all option years shall not exceed $3,110,000, with an estimated annual expenditure of $622,000. Funds are available in the Public Works Department's budget.
