This report provides the Community Services and Education Subcommittee with an update on the implementation, community impact, outreach and service access related to the Supplemental Nutrition Assistance Program (SNAP) Navigation and Flexible Financial Assistance Program. These programs assist Phoenix residents who have experienced changes in federal SNAP benefits and require support accessing nutrition assistance and flexible financial resources.

Summary
The Human Services Department SNAP navigation is expected to begin in October 2026. It is designed to support individuals and families in successfully applying for, maintaining and complying with SNAP requirements. The program focuses on high-impact intervention points rather than ongoing case management to maximize reach and efficiency. The initiative aims to complete 4,560 applications, 5,700 recertifications and 2,050 work-requirement submissions, guiding residents through prescreening, staff meetings and referrals
The Flexible Financial Assistance Program will be administered in two methods: targeted one-time assistance and stability assistance. This type of crisis financial support allows households to use the money saved on utilities, rent, transportation or other basic expenses to put towards other household needs. The program will benefit vulnerable Phoenix residents, including, but not limited to, former recipients of federal safety-net and financial assistance programs and low-income households. The targeted one-time assistance program was launched on July 6, 2026. Stability assistance began enrollment in August 2026.
