This report provides an update to the Public Safety and Justice Subcommittee on the Community Assistance Program’s hiring and recruitment efforts.

Summary

As discussed during the Public Safety and Justice Subcommittee on Feb. 21, 2023, this report serves as a summary of the hiring and recruitment efforts completed by staff from the Community Assistance Program (CAP), as well as, the Human Resources, Public Works, and Fire departments.

 

Attachment A provides an example of the social media and advertisement for the five onsite hiring events, and Attachment B details the total number of positions available and anticipated positions to be filled assuming successful background check and offer acceptance from the CAP hiring events.

 

Hiring Event

The information below provides an overview of the hiring period from Feb. 28, 2023 through March 30, 2023:

  • Hosted five in-person onsite hiring events
  • Average number of walk-in candidates was six candidates per event
  • A total of 145 individuals submitted applications for Caseworker II positions
  • A total of 69 individuals submitted applications for Caseworker III positions
  • The percentage of contingent offers extended for Caseworker II was 71.2 percent of interviewees
  • The percentage of contingent offers extended for Caseworker III was 55.1 percent of interviewees

 

Overview of Social Media Interaction

Phoenix Fire Department published social media posts and media spotlights to promote the March CAP hiring event from Feb. 26, 2023 through March 23, 2023.

Additionally, CAP Program Administrator, Dolores (D.C.) Ernst was interviewed by KTAR Valley Watch during March hiring event.

 

Onboarding Process

The onboarding of the first group of eligible Casework II full-time employees will occur on May 1, 2023. Subsequent onboarding processes will occur on a rolling basis dependent on the completion of successful background checks and offer acceptances. The onboarding process is anticipated to take a minimum of four weeks for each round of employees.

 

In conclusion, the March 2023 CAP Hiring Event was very successful in assisting the program to gain prospective candidates and fill the key roles of Caseworker IIs and Caseworker IIIs. CAP will continue to work in partnership with the Human Resources and Fire departments to support the program and meet community needs.
