Request retroactive authorization for the City Manager, or his designee, to enter into a one-year contract with Premier Irrigation LLC to provide Flood Irrigation Repair and Replacement Services for the Parks and Recreation Department. Further request to authorize the City Controller to disburse all funds related to this item. The total value of the contract will not exceed $150,000.

Summary
The contract with Premier Irrigation, LLC is needed immediately to provide flood irrigation repair and replacement services due to the unexpected early termination of the current contract with Luebkin & Walker Enterprises, Inc dba Salt River Irrigation. These services are necessary to maintain the irrigation system for water flow to the turf, trees, shrubs and other plant material in City parks.
Procurement Information
This item was procured in accordance with AR 3.10. Premier Irrigation, LLC was the second lowest bidder in the previous competitive procurement process in which the awarded contractor has since terminated their agreement.
Contract Term
The term of the contract will be retroactive to June 1, 2022, for a one-year term with no options to extend. The one-year agreement will give the Parks and Recreation Department time to begin a competitive procurement process.
Financial Impact
The aggregate contract value for will not exceed $150,000 for the one-year aggregate term. Funding is available in the Parks and Recreation Department's Operating Budget.
