Request to authorize the City Manager, or his designee, to enter into an easement agreement with 701 N. Central Owner, LLC (Owner) for the benefit of Valley Metro Rail, Inc., for the use of real property to install and maintain support wires for the light rail system.

Summary

Ray Phoenix, a residential development located at 777 N. Central Avenue, opened in Spring 2026 and sits adjacent to the Valley Metro Light Rail B Line. The Owner has requested the removal of three existing Overhead Contact System (OCS) poles along Central Avenue to provide aesthetic uniformity across the streetscape and façade of the new development. In lieu of the OCS poles, the owner proposes to attach Valley Metro’s OCS support wires, via eyebolts, to the building.

 

Pursuant to the Joint Powers Agreement 103166 between the City of Phoenix and Valley Metro Rail, Inc., the City of Phoenix is responsible for all work associated with real estate acquisitions for light rail projects. An easement agreement on the affected property is required to allow installation and maintenance of the OCS support wires at three attachment points on the building, ensuring proper operation and support of the light rail system. The Owner will grant an easement to the City of Phoenix for Valley Metro Rail, Inc.'s benefit to allow access for the work, including ingress and egress to the interior of the building for the continued maintenance and repair of the OCS wires.

 

All costs associated with the OCS relocation work will be born by the development owner and Valley Metro Rail, Inc., will provide oversight and coordination before and during the work.
