Description

Request to authorize the City Manager, or his designee, to enter into a contract with Thomas S. Klise Company dba Thomas Klise/Crimson Multimedia to provide physical video games and processing services for the Library Department. Further request to authorize the City Controller to disburse all funds related to this item. The total value of the contract will not exceed $375,000.

Summary

This contract will provide for the purchase of physical video games and related processing services including cases, labels and barcoding materials necessary for circulation. These materials will support the Phoenix Public Library, which consists of 17 branch locations and one bookmobile. Video games are offered for checkout to library cardholders residing in Maricopa County. This contract will maintain a high-demand collection and ensure materials are properly processed and available for public use.

 

Procurement Information

In accordance with Administrative Regulation 3.10, standard competition was waived as a result of an approved Determination Memo based on the following reason: Sole Source. Thomas S. Klise Company dba Thomas Klise/Crimson Multimedia is the only known vendor that provides both physical video games and specialized processing services tailored for library circulation. These services include cases, labeling and barcoding materials, which allows items to be delivered in a shelf-ready condition. Utilizing vendor processing eliminates the need for library staff to perform these tasks, which results in increased efficiency and cost savings.

 

Contract Term

The contract will begin on or about August 1, 2026, for a five-year term with no options to extend.

 

Financial Impact

The aggregate contract value will not exceed $375,000 for the five-year aggregate term.

 

Funding is available in the Library Department's operating budget.
