Description

Request to authorize the City Manager, or his designee, to enter into contracts with Canyon State Bus Sales, Inc., Model 1 Commercial Vehicles, Inc., RWC International LLC DBA RWC Group, and Schetky Northwest Sales, Inc. using a competitively procured State of Arizona cooperative purchasing contract (RFP No. BPM007074) for accessible mobility vehicles and vehicle conversion services. Further request to authorize the City Controller to disburse all funds related to this item. The total cost of the contract will not exceed $40,000,000 over five years.

Summary

This contract will provide the Public Transit Department (PTD) and over sixty (60) non-profit agencies across the region with new vehicles and vehicle conversion services on behalf of regional grant subrecipients of the Federal Transit Administration's (FTA) Section 5310 - Enhanced Mobility of Seniors and Individuals with Disabilities Program. The program awards FTA funding to regional non-profits and other organizations for the purchase and maintenance of vehicles to improve the mobility of seniors and individuals with disabilities. PTD purchases the vehicles on behalf of the region's subrecipients and assists with vehicle specifications, vehicle ordering and acceptance, maintenance schedules, and other regional oversight duties. PTD will also utilize the contract for the purchase of replacement vehicles for Phoenix's Dial-A-Ride program and neighborhood circulators.

 

Procurement Information

In accordance with Administrative Regulation 3.10, standard competition is waived as a result of an approved Determination Memo based on the following reason: Special Circumstances Alternative Competition. PTD will utilize the State of Arizona’s cooperative purchasing contract which complies with FTA requirements and allows the City to benefit from national government pricing and volume discounts.

 

Contract Term

The contract is for one year, ending March 31, 2027, with four additional one year options to extend in alignment with the State’s contract.

 

Financial Impact

There is no financial impact to the City for vehicles purchased for the FTA 5310 Program grant subrecipients. Funding is available in the Public Transit Department's Capital Improvement Program budget for vehicles purchased for Phoenix programs utilizing local, regional, and federal funds.
