Description

Request to authorize the City Manager, or his designee, to execute an amendment to Agreement 161983 with Ricker, Atkinson, McBee, Morman, & Associates, Inc., for a name change to Alta CMTI, LLC dba Alta Environmental and Infrastructure to provide continued Soils and Materials Testing consulting services for the Street Transportation Department on an as-needed on-call basis. Further request to authorize execution of amendments to the agreement as necessary within the Council-approved expenditure authority as provided below, and for the City Controller to disburse all funds related to this item.

Summary

On January 1, 2025, the City of Phoenix entered into Agreement 161983 with Ricker, Atkinson, McBee, Morman, & Associates, Inc. to provide on-call soils and materials testing services for the Street Transportation Department.

 

On September 17, 2025, Ricker, Atkinson, McBee, Morman, & Associates, Inc. formally notified the City of Phoenix that it had been acquired by Sandhill Holdings, LLC - the parent company of Alta CMTI, LLC, doing business as Alta Environmental and Infrastructure - effective August 2, 2025.

 

This amendment is necessary due to the acquisition finalized on August 2, 2025, between Ricker, Atkinson, McBee, Morman, & Associates, Inc. and Sandhill Holdings, LLC, and is now operating under the name Alta CMTI, LLC dba Alta Environmental and Infrastructure.

 

Contract Term

The term of the agreement remains as originally established upon issuance of the Notice to Proceed. Scope of work identified and incorporated into the agreement prior to the expiration date may be mutually agreed upon by the parties, and such work may continue beyond the termination of the agreement. However, no additional changes may be executed after the agreement's term has concluded.

 

Financial Impact

The initial agreement value remains unchanged.

 

Concurrence/Previous Council Action

City Council approved Soils and Materials Testing On-Call Services Agreement 161983 (Ordinance S-51403) on November 13, 2024.
