Description
Request to authorize the City Manager, or his designee, to enter into seven separate contracts with Intratek Computer, Inc.; OST, Inc.; Solu Technology Partners, LLC; LanceSoft, Inc.; Beacon Systems, Inc.; 22nd Century Technologies, Inc.; and ACRO Services Corporation to provide Information Technology (IT) Staffing Services to the City of Phoenix Aviation Department in an amount not to exceed $20 million for the five-year aggregate term. Further request authorization for the City Controller to disburse all funds related to this item.

Summary
The Aviation Department's Technology Division currently utilizes 27 contracted staff to support technology systems at Phoenix Sky Harbor International Airport (PHX) and to augment the Department's 50 full-time IT employees. Without this additional staffing, the Technology Division does not have enough full-time employees to support the numerous critical systems at PHX, including the Access Control and Alarm Monitoring System (ACAMS), the Operations Security Portal (OSP) for badging, the Parking Revenue Control System (PRCS), and the Common Use systems such as airline Check-in, Boarding, Automated Passport Control Kiosks, Paging, Flight Information Display System, and others. These systems are crucial to airport operations as well as passenger and employee safety and must be supported 24 hours a day, seven days a week. IT staffing augmentation ensures these critical systems are adequately monitored, managed and supported for the operations of PHX.

Procurement Information
Request for Proposal (RFP) 19-029 was conducted in accordance with Administrative Regulation 3.10. RFP 19-029 reserved the right to award multiple contracts to meet the IT Staffing needs of PHX. Sixty-one proposals were received on Tuesday, May 28, 2019 and 36 proposals were deemed responsive and responsible.
The proposals were evaluated by an evaluation panel and scored by consensus based on the following criteria, with a point range of 0 - 1000:
- Firm Qualifications and Experience: 0 - 400 points.
- Method of Approach: 0 - 350 points.
- Fee Schedule: 0 - 250 points.
The evaluation panel recommends the following offerors that have scored above the competitive range of 720 points as the best value to the City based on the following consensus scores:
- Intratek Computer, Inc.: 804 points.
- OST, Inc.: 790 points.
- Solu Technology Partners, LLC: 784 points.
- LanceSoft, Inc.: 775 points.
- Beacon Systems, Inc.: 758 points .
- 22nd Century Technologies, Inc.: 746 points.
- ACRO Services Corporation: 730 points.
Contract Term
The contract will commence on or about Oct. 1, 2019, for a five-year aggregate contract term with no options to extend.
Financial Impact
The contract value will not exceed $20 million for the five-year aggregate contract term with an estimated annual expenditure of $4 million. Funds are available in the Aviation Department's budget.
Concurrence/Previous Council Action
This item was recommended for approval at the Phoenix Aviation Advisory Board meeting on Aug. 15, 2019 by a vote of 6-0.
