Request to authorize the City Manager, or the City Manager's designee, to allow additional expenditures under Contract 156413 with On Target Staffing, L.L.C. to provide temporary labor services for the Phoenix Convention Center Department (PCCD). Further request to authorize the City Controller to disburse all funds related to this item. The additional expenditures will not exceed $1,400,000.

Summary
This contract provides temporary labor resources on an as-needed basis to support events across six Phoenix Convention Center venues, including the West, North, and South Buildings, Symphony Hall, the Orpheum Theatre, and the Herberger Theatre Center. These supplemental labor services ensure that the City meets its contractual obligations, maintains uninterrupted operations, and upholds the Convention Center’s reputation as a premier destination by providing essential cleaning, event support, and setup and takedown services. The increased spending is driven by expanded client requests, an increase in the number of events, reduced time between events, and elevated service levels for premier events, which require added labor.
Contract Term
The contract term remains unchanged, ending on June 30, 2027.
Financial Impact
Upon approval of $1,400,000 in additional funds, the revised aggregate value of the contract will not exceed $5,400,000. Funds are available in the Phoenix Convention Center Department’s budget.
