Amend Personnel Rule 15, Leaves of Absence (Ordinance S-45199)

 

Description

Request City Council approval of amendments to City of Phoenix Personnel Rule 15, Leaves of Absence. Council approved amendments to Personnel Rule 15 on an interim basis through Dec. 31, 2018. This action establishes final rules and adopts changes to streamline and simplify the City's leave policies.

Summary

As a result of voter approval of Proposition 206, the City Council directed the City Manager to consult with employee unions and associations. The City Manager's Office formed a Sick Leave Work Group with representatives from all employee unions and associations, management staff from various departments, and Human Resources staff to implement specific provisions of the new State law and simplify the City's sick leave policies. After meeting for 13 months, management and labor reached consensus on various sick leave policy recommendations (Attachment A - Personnel Rule 15 Leaves of Absence). 

 

The proposed amendments include;

  • Continuing current policy of 40-hours EPST annually; 40-hours carryover; and max usage of 40-hours annually.
  • Expanding use of sick time to include family members (currently restricted to employees’ own illness).
  • Updating the definition of family member.
  • Expanding Bereavement leave to include grandparents.
  • Removing the six-month restriction on new employees taking vacation leave.

 

Due to impact on department operations and service to the public, the City Manager is recommending that Earned Paid Sick Time remain at 40 hours per year in accordance with State law. 

 

Public Outreach

A public meeting was conducted by the Human Resources Department on Nov. 16, 2018, to formally solicit comments on the proposed amendments.
