Description

Request to authorize the City Manager, or his designee, to enter into three separate agreements with Wilson Engineers, LLC (Phoenix - 3057900), Brown & Caldwell, Inc. (Phoenix - 3042191), and Stanley Consultants, Inc. (Phoenix - 3015569) to provide design services and possible construction administration and inspection (CA&I) services for the Water Production Wells and Aquifer Storage and Recovery (ASR) Wells project. Further, request authorization for the City Controller to disburse all funds related to this item.

 

Additionally, request authorization for the City Manager, or his designee, to take action as deemed necessary to execute all utilities-related design and construction agreements, licenses, permits, and requests for utility services relating to the development, design, and construction of the project and to include disbursement of funds. Utility services include, but are not limited to:  electrical, water, sewer, natural gas, telecommunications, cable television, railroads, and other modes of transportation. This authorization excludes any transaction involving an interest in real property.

Summary

The City plans to design and construct four production wells and six ASR wells by 2021. Water pumped from the wells will be used to supplement potable water customers throughout Phoenix. The wells will augment Phoenix’s potable water resources during times of long-term water shortages and emergency outages, as well as balance potable water system demand.

 

Wilson Engineers, LLC, Brown & Caldwell, Inc., and Stanley Consultants, Inc.'s services will include: assisting with evaluating the City’s pipe systems, preparing design reports, submitting appropriate permits for drilling and testing of wells, and additional services as needed.

 

Procurement Results

Wilson Engineers, LLC, Brown & Caldwell, Inc., and Stanley Consultants, Inc., were chosen for this project using a qualifications-based selection process according to Section 34-604 of the Arizona Revised Statutes (A.R.S.). Pursuant to A.R.S. Title 34, the City is not to release the scoring of proposers until contracts have been awarded. Nine firms submitted proposals. The top-five rankings follow:

Contract Term

The term of these contracts will be two years from issuance of the Notice to Proceed. Contract work scope identified and incorporated into the contract prior to the end of the contract term may be agreed to by the parties and work may extend past the termination of the contract. No additional contract work scope changes may be executed after the end of the contract term.

 

Financial Impact

Wilson Engineers, LLC's fee will not exceed $2,600,000. Brown & Caldwell, Inc.'s fee will not exceed $2,057,000. Stanley Consultants, Inc's. fee will not exceed $2,200,000. The total cost of the three contracts will not exceed $6,857,000, including all subconsultant and reimbursable costs. Funding is available in the Water Services Department’s Capital Improvement Program budget. Contract payments may be made up to contract limits for all rendered contract services, which may extend past the contract termination.
