This report provides an overview of eviction activity in the City of Phoenix, summarizes current departmental eviction legal services and program outcomes, and introduces new programs and potential strategies designed to reduce housing instability for Phoenix households.

Summary

Evictions in Phoenix continue to affect housing stability, with rising rental costs and economic pressures on low-income households. The City’s Eviction Legal Services program assists Phoenix residents experiencing a current eviction crisis. Over the course of the program, eviction legal services have consistently helped residents better understand their rights, navigate court processes and access supportive resources. While individual case results vary, the program has proven to be a reliable source of guidance and stability for households facing eviction. Additionally, the City's new Stability Assistance program will support households to improve their housing and financial stability through goal setting and flexible financial assistance.

 

In addition to internal efforts, the City coordinates its work with regional partners. This includes collaboration with the Maricopa County Housing Stability Stakeholder Workgroup. This Workgroup focuses on improving access to courts and resource navigation and a partnership with Maricopa County on their new Eviction Diversion Pilot.

 

To further address evictions in our community, the following preliminary strategies are being explored:

 

  • Strategy 1: Preferred Landlord Program
  • Strategy 2: Landlord Risk Mitigation Funds
  • Strategy 3: One-Stop Stabilization Appointments Post-Eviction

 

Although a funding source has not yet been identified, the Human Services Department is searching for grant funding opportunities. The department will also continue to research the appropriateness of these potential strategies for the City.
