Description

Request to authorize the City Manager, or his designee, to award up to $200,000 to the Parks and Recreation Department for construction costs toward playground improvements at the Longview Neighborhood Recreation Center. Further request to authorize the City Controller to disburse the funds necessary for this item. This project is funded through the Community Development Block Grant (CDBG) Neighborhood Enhancement program and will not impact the General Fund.

Summary

The U.S. Department of Housing and Urban Development (HUD) funds the Neighborhood Enhancement program to address community infrastructure needs and improvements including parks, playgrounds, landscaping and other critical projects. The Neighborhood Enhancement program targets communities in low- and moderate-income neighborhoods with active community-based organizations and have developed basic neighborhood improvement goals and strategies.

 

Due to the lack of playground equipment at the Longview Neighborhood Recreation Center, the Longview West Neighborhood Association requested the development of a playground that will include the construction or installation of recreational structures and equipment, turf and irrigation improvements, ADA-accessibility sidewalks, a ramada, drinking fountain, lighting, and area drainage. This project will create a safe place where children can exercise and play outdoors, and will serve as a an open space where the larger community can gather for neighborhood events and celebrations.

 

The Parks and Recreation Department applied to the CDBG Neighborhood Enhancement program to fund construction costs for the Longview Neighborhood Recreation Center project, which follows the Parks Board-approved Master Plan.

 

Financial Impact

This project will be funded with Community Development Block Grant funds; it will not impact the General Fund.

This item was recommended for approval at the Planning and Economic Development Subcommittee meeting on Nov. 6, 2018, by a unanimous vote.
