Description

Request to authorize the City Manager, or his designee, to disburse funds for Contract 149535 with Riester Sonoran, LLC in the amount of $2,805,000 to provide a regional and local 2020 Census Marketing Campaign for the Office of Government Relations. The cooperative contract was approved by City Council on March 20, 2019, with an aggregate contract value not to exceed $3 million through Ordinance S-45442, and with authorization to disburse $195,000 of Phase One available funds. Further request authorization for the City Controller to disburse the remaining $2,805,000 of available funds in support of the full campaign.

Summary

The U.S. Constitution mandates a complete enumeration of every individual living in the U.S. every 10 years. The enumeration process provides for a once-in-a-decade snapshot of the city's population, which serves to determine federal representation and the allocation of federal funds to local and state governments. The City of Phoenix Budget and Research Department has estimated that for every individual counted in the City of Phoenix, the City stands to receive $533 per person, representing an approximate annual amount of $866 million.

 

The implications of the 2020 Census are great and the City of Phoenix is working to organize a regional outreach campaign to inform and educate the public on the importance of participating in the census, and ultimately, motivate residents to complete the questionnaire. This contract will allow the Office of Government Relations to market the 2020 Census through a multi-media marketing and public relations campaign both within Phoenix and the greater metropolitan area. Riester Sonoran, LLC will continue to promote the 2020 Census through the broad-reaching campaign they have initiated which includes creative design, production, media buying/placement, regional multicultural focused marketing. The Office of Government Relations previously initiated this campaign through Phase One for $195,000 and is requesting the disbursement for the remaining $2,805,000.

 

Procurement Information

In accordance with Administrative Regulation 3.10, a participating agreement is required when the City uses a cooperative agreement from another public agency. The contract was adopted by the City of Phoenix on March 20, 2019, through a competitive process consistent with the City's procurement processes, as set forth in the Phoenix City Code, chapter 43. Utilization of cooperative agreements allows the City to benefit from national government pricing and volume discounts. The State of Arizona contract covers marketing services and was awarded on Aug. 12, 2016.

 

Financial Impact

The aggregate contract value will not exceed and remains $3 million.

 

Phase Two will be funded as follows:

Currently, $2,805,000 is available in the Office of Government Relations' budget.

 

Concurrence/Previous Council Action

This State of Arizona contract was approved by Formal Council action on March 30, 2019, with an original aggregate value of $3 million approved through Dec. 31, 2020, with Phase One funded for $195,000. Council direction required staff to come back to City Council to request approval to disburse funds in support of the full campaign.

 

This item was recommended for approval by the 2020 Census Ad Hoc Committee on March 7, 2019, by a 6-0 vote (two members absent).
