Description
Request City Council authorization to extend and increase the corporate limits of the City of Phoenix, Arizona, by annexing an area not within the present limits of the City of Phoenix, designated as the Rancho Grande Annexation. Further, request to authorize current Maricopa County zoning to continue in effect until municipal zoning is applied to the annexed territory.

Summary
The annexation was requested by M. Brennan Ray with the Ray Law Firm for the purpose of receiving City of Phoenix services. The proposed annexation conforms to current City policies and complies with Arizona Revised Statutes Section 9-471 regarding annexation. The City Clerk Department has received signed petitions representing 100 percent of the assessed value and 100 percent of the owners, excluding utilities, within the proposed annexation area.
Public Outreach
A public hearing was conducted on October 15, 2025, to allow the City Council to gather community input regarding the annexation proposal. Notification of the public hearing was published in the Arizona Business Gazette newspaper, and posted in at least three conspicuous places in the territory proposed to be annexed. Also, notice by first-class mail was sent to each property owner in the area proposed to be annexed.
Location
The proposed annexation area includes Maricopa County Assessor parcels 104-83-014, 104-83-015, 104-83-016, and 104-83-017, located in the vicinity of 67th Avenue and Baseline Road (Attachment A). The annexation area is approximately 18.75 acres (0.0293 sq. mi.) and the population estimate is 8.1 individuals.
