Description

Request authorization for the City Manager, or his designee, to enter into a contract with artist Ann Morton or her City-approved designee for an amount not to exceed $135,000 to fabricate and install streetscape enhancements as part of the North 32nd Street Improvement Public Art Project. Further request authorization for the City Controller to disburse all funds related to this item.

Summary

The Fiscal Year 2016-21 Public Art Project Plan includes a project to commission Ann Morton to create streetscape enhancements along North 32nd Street, between Shea Boulevard and Bell Road as part of a City initiative to improve the corridor. City Council approved a design contract for Ms. Morton on May 13, 2015. She has worked with City departments and the community since then to design improvements for 30 streetlight poles along the east side of North 32nd Street, between Shea Boulevard and Bell Road. The enhancements, to be fabricated locally in aluminum and steel, feature silhouettes of hands traced by community members who assisted in designing the project. Ms. Morton collected more than 1,300 hand prints from community residents to develop the project design.

 

Financial Impact

The North 32nd Street Improvement Public Art Project is one of 51 projects in the Fiscal Year 2016-21 Public Art Project Plan approved by City Council on June 1, 2016. The Art Plan includes $151,530 for this project. The proposed $135,000 contract includes all costs related to the artist's fabrication and installation of the artwork. The remaining $16,530 will be used for project administration. The percent-for-art funds for this project come from the Street Transporation Department Capital Improvement Program, percent-for-art budget using Highway User Revenue and General Obligation Bond funds.

 

Concurrence/Previous Council Action

The Phoenix Arts and Culture Commission reviewed this item at its March 21, 2017 meeting and recommended approval. The Parks, Arts, Education and Equality Subcommittee recommended approval of this item at its March 22, 2017 meeting by a vote of 4-0.
