Description

Request to authorize the City Manager, or his designee, to enter into a contract with Clean Scene AZ, LLC to provide medical waste pick-up and disposal services for multiple City departments. Further request authorization for the City Controller to disburse all funds related to this item. The aggregate contract value shall not exceed $300,000.

Summary

The contract is necessary to have a qualified contractor safely pick up, remove, autoclave, and dispose of medical waste for the City of Phoenix Fire, Police, Library and other designated departments or locations as needed. The contractor services include all labor, vehicles, personal protective equipment, and supplies to package and safely remove, transport and dispose of the medical waste at Arizona Department of Environmental Quality approved disposal facilities. Required services will be provided in accordance with applicable federal, state, city, and local laws, rules and regulations.

 

Procurement Information

An Invitation for Bid, IFB 18-314 for Medical Waste Pick-up services, was conducted in accordance with Administrative Regulation 3.10. The solicitation was issued to 333 vendors and was posted on the City's website on July 24, 2018. Eight offers were received by the Procurement Division on Aug. 31, 2018. Five offers were deemed non-responsive to the requirements as stated in the solicitation.

 

It is recommended by the Deputy Finance Director that the bid from Clean Scene AZ, LLC, be accepted as the lowest-priced, responsive and responsible bidder.

 

Contract Term

The contract term shall begin Dec. 1, 2018, and end Nov. 30, 2023.

 

Financial Impact

The aggregate contract value shall not exceed $300,000. Funds are available in various departments' budget.
