Description

Request to authorize the City Manager, or his designee, to enter into a contract with O.P.E.N. America, Inc. dba OpenWorks, for custodial services at the Phoenix Convention Center & Venues . Further request authorization for the City Controller to disburse all funds related to this item. The four-year aggregate value of the contract will not exceed $3,600,000, with an estimated annual expenditure of $900,000.

Summary

This contract will provide custodial services including labor, cleaning supplies, materials, equipment, tools, vehicles, and supervision necessary to clean Phoenix Convention Center facilities, Symphony Hall, Orpheum Theatre, and the Herberger Theater Center.

 

Procurement Information

Invitation for Bid (IFB) 18-104 was conducted in accordance with Administrative Regulation 3.10.  There were six offers received by the Finance Department's Procurement Division on Dec. 1, 2017.  The following are the lowest-priced offers:

 

O.P.E.N. America, Inc. dba OpenWorks - $66,623.82

Commercial Cleaning Systems - $83,858.17

ABM - $84,117.69

 

The Deputy Finance Director recommends that the offer from O.P.E.N. America, Inc. dba OpenWorks, be accepted as the lowest-priced, responsive and responsible offer.

 

Contract Term

The four-year contract term shall begin on or about March 1, 2018.

 

Financial Impact

The aggregate value of the contract shall not exceed $3,600,000 over the life of the contract, with an estimated annual expenditure of $900,000. Funds are available in the Phoenix Convention Center Department's budget.
