Description

Request to authorize the City Manager, or his designee, to allow the use of National Purchasing Partners, LLC doing business as NPPGov, Master Price Agreement VH11592 with Municipal Emergency Services, Inc. to purchase badges and accessories for the Police, Fire, and Parks and Recreation departments. A cooperative contract was established by National Purchasing Partners under solicitation RFP 1510. The aggregate contract value will not exceed $560,000. Further request authorization for the City Controller to disburse all funds related to this item.

Summary

The departments use badges and accessories for their sworn and non-sworn employees with a designated serial number who are required to wear a badge with a uniform. The badges are worn to notify the public of what agency is being represented and who the individual employee is in accordance with the serial number.

 

Procurement Information

In accordance with Administrative Regulation 3.10, a participating agreement is required when the City utilizes a cooperative contract from another public agency. This contract was awarded through a competitive process, consistent with City's procurement process, as set forth in Phoenix City Code, Chapter 43. The NPPGov contract covers the purchase of badges, insignias, badge holders, wallets, pins, cases and related accessories. Use of cooperative contracts allows the City to benefit from national government pricing and volume discounts.

 

The Deputy Finance Director recommends the City's participation in this agreement with Municipal Emergency Services, Inc.

 

Contract Term

The five-year contract term will begin on or about Oct. 1, 2019 and will end on Sept. 30, 2024.

 

Financial Impact

The aggregate contract value will not exceed $560,000. Funds are available in the Police, Fire, and Parks and Recreation departments' budgets.
