Request to authorize the City Manager, or his designee, to allow for the one-time purchase of two inoRAC2 brand Remote Racking Units through InoLECT, LLC, (Vendor 3071224) complete with commissioning, start-up, and training for the Deer Valley and 24th Street water treatment plants. Further request authorization for the City Controller to disburse all funds related to this item.

Summary
The inoRAC2 is a universal remote racking unit that provides staff and equipment safety during many power circuit breaker racking and control-related tasks. The inoRAC2 uses modern technology to provide valuable equipment safety while protecting Water Services Department staff from injury. This allows electrical personnel to safely remove 15,000 volt circuit breakers from energized sections from a safe distance, reducing the arc flash hazard level to the operator.
Procurement Information
In accordance with the City of Phoenix Administrative Regulation 3.10, a Special Circumstance Determination was processed and approved for this purchase, citing the unusual nature of the goods or services that require a specific vendor for safety, consistency and training. The Water Services Department currently utilizes these units at the water treatment plants. Purchasing the equipment specifically from InoLECT, LLC is a matter of safety, consistency, and training. This device universally adapts to multiple electrical equipment manufacturers and is designed with each plant requirements specified to that unit. The pricing has been determined to be fair and reasonable.
Financial Impact
Anticipated expenditures are not to exceed $67,350. Funding for this item is available in the Water Services Department budget.
