Description
Request to authorize the City Manager, or his designee, to enter into a contract with Access Professional Inc. dba Access Professional Systems to provide goods and services necessary to maintain parking access equipment and revenue control systems in seven City-owned parking garages and to lease office space in the Phoenix Convention Center North Garage. The agreement is for five years with one option to extend for five years, and the aggregate value of the contract will not exceed $300,000. Further request authorization for the Treasurer to accept, and the City Controller to disburse, all funds related to this item.

Summary
The Phoenix Convention Center Department (PCCD) recently installed new TIBA parking access equipment in the Heritage, 305, Adams, East, West, and North parking garages. All necessary parts, preventative and remedial maintenance, diagnosis, infrastructure modifications, repair, replacement, installation, updates and improvements to the TIBA parking systems must be provided by a TIBA authorized service and maintenance provider in order to maintain the manufacturer's warranty.
On July 1, 2020, the City Council authorized staff to enter into a contract with Souder Corporation dba Mountain Parking, who at the time was the sole authorized provider. Since that time, Mountain Parking was acquired by a competitor of TIBA and was removed as the authorized provider.
Access Professional Inc. dba Access Professional Systems is the new exclusive authorized service and maintenance provider for TIBA parking equipment and will now provide all necessary parts, administration, labor, training, preventative and remedial maintenance, diagnosis, infrastructure modifications, repair, replacement, installation, telephone support, updates and improvements to maintain efficient operation of the TIBA parking systems on an as needed basis.
In addition, Access Professional Inc. has requested to lease office space in the Convention Center North Garage as they work to establish permanent offices in the Phoenix area.

The recommendation is in accordance with City of Phoenix Administrative Regulation 3.10, following the Request for Agreement procurement process.
Contract Term
The contract term is for five years, with one option to extend for five years.
Financial Impact
The aggregate value will not exceed $300,000 over the life of the 10-year contract. Funds are available in the Phoenix Convention Center's operating budget.
