Purchase Stormwater Pollution Awareness Markers (Ordinance S-45793)

 

Description

Request to authorize the City Manager, or his designee, to enter into a contract with Eastern Products Foundry, Inc., for the manufacture and supply of Stormwater Pollution Awareness Markers (PAMs) for the Water Services Department Environmental Services division for a five-year period. The aggregate value will not exceed $50,000 over the life of the contract. Further request authorization for the City Controller to disburse all funds related to this item.

Summary

The Water Services Department (WSD) is responsible for maintaining compliance with the Municipal Separate Storm Sewer System (MS4) permit issued by the Arizona Department of Environmental Quality (ADEQ). One of the requirements of this permit is to maintain a pollution prevention campaign, which involves installation of Stormwater PAMs by WSD employees at every stormwater catch basin within City limits. Therefore, it is essential that WSD has access to a supply of Stormwater PAMs on an as-needed basis.

 

Procurement Information

Solicitation RFQ-1819-WES-128 was conducted in accordance with Administrative Regulation 3.10. One quote was received from Eastern Products Foundry, Inc. The quote was evaluated and found to be within budget, and meets the service requirements stipulated in the scope of work.

 

The procurement officer recommends acceptance of the quote from Easter Products Foundry, Inc.

 

Contract Term

The contract term is for five years effective July 1, 2019 through June 30, 2024. There are no options to extend the contract.

 

Financial Impact

The aggregate value of the contract is not to exceed $50,000. Funding for this contract is available in the Water Services Department's operating budget.
