Description

Request to authorize the City Manager, or his designee, to allow the Department to enter into agreements with the Drug Enforcement Administration (DEA) for reimbursement for approved overtime related to combating the illegal trafficking of dangerous drugs. Further request City Council grant an exception pursuant to Phoenix City Code 42-20 to authorize inclusion of indemnification and assumption of liability provisions in the documents pertaining to this transaction that otherwise would be prohibited by Phoenix City Code 42-18, and for the City Controller to accept and disburse all funds related to this item.

Summary

The Police Department has been part of the DEA Task Force since 1999. The purpose of the task force is to disrupt the illegal trafficking of dangerous drugs in the State of Arizona by immobilizing violators and trafficking organizations. In approximately a 10 month period, the task force detective seized 223 pounds of cocaine, 7,888 pounds of methamphetamine, 203 pounds of fentanyl, 50.5 pounds of heroin, and 348,455 M30 pills.

 

Through the agreements, experienced Phoenix Police detectives will continue to work with the DEA Phoenix Task Force aimed at combating dangerous drugs and drug trafficking. The agreement allows up to five detectives to work with the task force, however, due to staffing levels, only one detective has been assigned for the last few years.

 

The DEA will reimburse the City for the officers' overtime related to task force investigations.

 

Contract Term

The agreements will begin October 1, 2026 and expire on September 30, 2030.

 

Financial Impact

Overtime wages related to task force activities are reimbursed by the DEA. The financial impact to the City are the fringe benefits related to the overtime. In FY 2025-26, $58,767 was reimbursed to the City and $30,421 in benefits related to the overtime was absorbed in the Department's budget.

 

There is available budget in the Police Department's budget.
