Amendment to WIOA Youth Development Contracts (Ordinance S-43213)

 

Description

Request to authorize the City Manager, or his designee, to amend the Workforce Innovation and Opportunity Act (WIOA) services for youth workforce development providers, and authorize the City Controller to disburse WIOA funds from the State of Arizona Department of Economic Security (AZDES) in the amount up to $443,480 for the contract period through June 30, 2017. These funds will be used to provide youth development services under the federal Workforce Innovation and Opportunity Act. The additional funding is reallocated funds from other local workforce development areas that did not spend the allotted amount. The City has been offered the opportunity to provide additional youth services and increase current WIOA youth provider's contracts.

Summary

Under the WIOA youth program, the below listed contractors will be responsible for outreach and recruitment of young adults, ages 14-24. The majority (75 percent) of the youth will be ages 16-24 who are out-of-school and not engaged in education or employment. The additional funding will fund projects related to career exploration, providing paid work experiences, occupational skills training, development of entrepreneurial skills, and preparing youth to transition into employment or post-secondary education and training.

 

The following provides the recommended funding amounts:

                     Arizona Call-A-Teen Youth Resources (Contract No. 134015)

                                          Additional Funding: $83,433                       

                     Valley of the Sun YMCA (Contract No. 134019)                                         

                                          Additional Funding: $247,047                     

                     Neighborhood Ministries (Contract No. 134014)                    

                                          Additional Funding: $113,000                                      

 

The acceptance and disbursement of these funds will provide youth with access to services to include job placement, knowledge of high-demand industries and occupations within Phoenix, and support services.

 

 

Procurement Information

The City issued a Request for Proposals for youth-serving agencies to provide workforce services in December 2011. The City Council approved multiyear, renewable contracts in March 2012. The City issued a Capacity Building Opportunity on Dec. 2, 2016 to all current youth services contractors. The City received three applications prior to the deadline and a review panel recommended all three applications for additional funding.

 

Contract Term

The contract term for these funds is through June 30, 2017.

 

Financial Impact

No General Funds are required. Funding for the contracts is provided by the Workforce Innovation and Opportunity Act Grant in Fiscal Year 2016-17.

 

Concurrence/Previous Council Action

The Phoenix Business and Workforce Development Board Executive Committee approved the funding of these contracts at the Jan. 17, 2017 meeting.
