Description

Request to authorize the City Manager, or his designee, to enter into a contract with Crosspoint Communications, Inc. (Crosspoint) for the purchase of a regional radio system extended maintenance and service support plan for the Public Transit Department. Further request authorization for the City Controller to disburse funds in an amount not to exceed $893,988 over five years.

Summary

The City of Phoenix Public Transit Department (PTD) recently implemented a new 800Mhz radio frequency network to provide data and voice communications. The systems allows for real-time vehicle scheduling, dispatching, and monitoring of all transit routes within the Phoenix metropolitan area. This radio system is integrated with the Department's Computer Aided Dispatch Automatic Vehicle Locator (CAD/AVL) system which is hosted on the City's Enterprise network and made available to regional transit partners. PTD's CAD/AVL system is heavily dependent on this radio system for reliable voice/data communications. Under a prior cooperative contract, PTD moved forward with a tandem installation approach so that the existing CAD/AVL system would be available to conduct bus operations while the new radio and CAD/AVL system would be brought online with a tentative completion date of early 2019. Because the integration work between the new radio system and the CAD/AVL system continues, securing a radio maintenance and support services contract had to be delayed.

 

During the deployment phase of the new radio system, Motorola announced that the MotoTRBO Connect Plus radio system PTD purchased was going to be phased out. Because the announcement was so soon after PTD purchased the Connect Plus system, an upgrade to the new MotoTRBO Capacity Max system was provided to PTD at no additional cost. Because the Connect Plus system was phased out, the manufacturer provided a one year warranty on the Capacity Max equipment, which commenced Jan. 1, 2018 and ends on Dec. 31, 2018.

 

Architecture of this new radio system, CapacityMax, presents unique challenges as this technology is new and will represent the first deployment of this scope and scale in the country for both the CAD/AVL vendor and the radio vendor. Crosspoint technicians have the most recent experience gained over the last two years to support the new CAD/AVL and radio system integration.

 

This item has been reviewed and approved by the Information Technology Services Department.

 

Procurement Information

The Finance Department approved a Determination Memo for Special Circumstance Without Competition to enter into this contract with Crosspoint Communications, Inc., based on Crosspoint's specific expertise to support and maintain this system, as well as their current experience and knowledge related to configuring the integration of the CAD/AVL and radio systems.

 

Contract Term

The contract term shall begin on Jan. 1, 2019 and end on Dec. 31, 2023.

 

Financial Impact

The aggregate contract value shall not exceed $893,988 over the five-year contract term. Funds are available in the Public Transit Department Transportation T2050 fund.
