Description
Request to authorize the City Manager, or the City Manager's designee, to enter into a contract with Hou de Sousa, LLC for art fabrication and installation for the Phoenix Sky Harbor International Airport Terminal 3 Modernization Public Art Project. Further request to authorize the City Controller to disburse all funds related to this item. The total value of the contract will not exceed $683,000.

Summary
The Fiscal Year (FY) 2026-31 Public Art Plan includes funding for artwork for the new North Concourse at Terminal 3 at Phoenix Sky Harbor International Airport. The new concourse construction, currently underway, is adding approximately 173,000 square feet of space for six new passenger gates. The concourse will further elevate the passenger experience with two site-specific public art installations and two artist designed terrazzo floors.
On May 6, 2025, Hou de Sousa, LLC (Nancy Hou and Josh de Sousa, New York, New York) was competitively selected by a five-member artist selection panel to fabricate and install artwork for the new North Concourse at Terminal 3.
- The design was presented to and approved by the Aviation Executive Team and Steering Group on April 9, 2026, and July 24, 2026.
- The design was presented to the Phoenix Arts and Culture Commission on May 19, 2026.
- The installation of artwork is anticipated in early July 2027.
Contract Term
The contract will begin on or about September 23, 2026 and continue through December 31, 2027.
Financial Impact
The fabrication and installation contract will not exceed $683,000. Funding is available in the Office of Arts and Culture's Capital Improvement Program budget.
Concurrence/Previous Council Action
- The Arts and Culture Commission approved the fabrication and installation contract, not to exceed $683,000, on August 18, 2026, by a vote of 7-0.
- The Phoenix City Council approved the design contract, not to exceed $100,000, on June 18, 2025 (Ordinance S-52126).
- The Arts and Culture Commission approved the design contract, not to exceed $100,000, on May 20, 2025, by a vote of 11-0.
