Housing Phoenix Plan City-Owned Land Reservation with Associated Phasing Plan

 

Description

This report identifies City-owned land in accordance with the third initiative of the City's Housing Phoenix Plan and requests City Council approval to set aside the identified parcels for the development of affordable or mixed-income housing as well as approval of the associated phasing plan. There is no impact to the General Fund.

Summary

On June 16, 2020, Phoenix City Council approved nine policy initiatives listed in the Housing Phoenix Plan; with a goal of creating or preserving 50,000 homes by 2030. As a part of the third initiative to Redevelop City-Owned Land with Mixed-Income Housing, the Housing Department has identified City-owned parcels that would be ideal for affordable or mixed-income housing development and is requesting to set aside the parcels listed in Attachment A for the development of affordable or mixed-income housing. The Housing Department is proposing to release Requests for Proposals (RFPs) for some of the identified parcels using the below phasing plan. Additional Council approval will be obtained prior to releasing RFPs for the parcels identified in the phasing plan.

 

The phasing plan is listed below for reference:

 

Phase I

RFP 2021 - 22

  • 16th and South Broadway (District 8)
  • Single Family Parcel - Monroe and 16th Street (District 8)
  • Single Family Parcels - Lynwood Neighborhood (District 4)
  • Glendale and 27th Avenue (District 5) pending Parks Board approval

 

Phase II

RFP 2022 - 23

  • Single Family Parcels - 24th Street and Broadway (District 8)
  • 24th Street and Broadway - Four Corners Area (District 8)
  • Central and Broadway (District 7)
  • 32 E. Columbus (District 4)

 

Phase III

RFP 2023 - 24

  • Jefferson and 9th Street - Section 8 Office and Parking Lot (District 8)
  • Dunlap and 19th Avenue Transit Parcels (District 5)
  • Van Buren and 5th Avenue - Ambassador West (District 7)

 

Staff will continue to explore other City-owned land that would be ideal for affordable and/or mixed-income housing development and the co-location of uses.

 

Financial Impact

This item will not require the expenditure of funds and will not have a financial impact to the General Fund.

 

Concurrence/Previous Council Action

The Housing Phoenix Plan was unanimously approved by City Council at the June 16, 2020, Policy meeting. This item was recommended for approval at the Land Use and Livability Subcommittee meeting on Nov. 18, 2020, by a vote of 4-0.
