Oracle Talari Software Defined Wide Area Network and Acme Packet Session Border Controllers (Ordinance S-46264)
Description
Request authorization for the City Manager, or his designee, to enter into an agreement with Oracle America, Inc. (Vendor 3013727) under the Oracle Master Agreement (Contract 142562) to provide the Talari Software Defined Wide Area Network (SD-WAN) solution, which is a software-defined wide-area network overlay used to carry 9-1-1 voice and data traffic, and the Oracle Acme Packet Session Border Controllers, which are used to the secure the 9-1-1 data network edge, in an amount not to exceed $800,000 over a three-year contract. Further request authorization for the City Controller to disburse all funds related to this item.

Summary
Oracle’s Talari Software Defined Wide Area Network (SD-WAN) is the platform Regional 9-1-1 Services uses to consolidate multiple, diverse resources for the 9-1-1 data network to aggregate bandwidth.
The Talari SD-WAN allows Regional 9-1-1 Services to strengthen the 9-1-1 network’s resiliency by combining Metro Ethernet, high-speed internet, and MAG Regional Community Network/government fiber/wireless connections to provide stable WAN connectivity without purchasing additional services with high monthly costs.
Regional 9-1-1 Services has great flexibility in determining how a Talari SD-WAN solution is deployed at the physical edge, the virtual edge, or in the cloud using Talari’s controller, appliances, and the Aware analytics platform.
The Oracle Acme Packet Session Border Controllers are used to secure the 9-1-1 network edge to allow for call control, manipulation, and security where Regional 9-1-1 interfaces with other agencies or vendors.
Contract Term
The license agreement will begin on or about Feb. 1, 2020 and be in effect through Jan. 31, 2023.
Financial Impact
The total three-year cost is approximately $800,000. Funds are available in the Fire Department's budget.
