Public Opinion
One letter protesting the issuance of this license has been received and is on file in the Office of the City Clerk. The letter is from the Coronado Neighborhood Association. They are concerned with the applicant's recent history of liquor law violations. They believe the applicant is not a responsible business owner because he was recently cited for selling alcohol without a license from this location. Additionally, they are concerned with the location. They believe there are sufficient liquor licenses in the area to meet the neighborhoods needs and convenience, and that granting this liquor license will not benefit the community. They oppose the issuance of this license.

I have the capability, reliability and qualifications to hold a liquor license because:
“I will be attending both the basic and management Title 4 liquor law training courses. It is mandatory that all of my employees will attend the basic Title 4 liquor training course. All employees will take a security training course before we are open to the public provided by Arizona Liquor Industry Consultants.”
The public convenience requires and the best interest of the community will be substantially served by the issuance of the liquor license because:
“We would like to offer our patrons a place to enjoy music with beer and wine.”
Staff Recommendation
Staff recommends disapproval of this application based on neighborhood protest and a Police Department recommendation for disapproval. The Police Department disapproval is based on concerns with the applicant's recent history of liquor law violations. The applicant was recently cited for, and plead guilty to, selling alcohol at the location without a license. The Police Department is also concerned with the location and believe the issuance of this license is not in the best interest of the community. The applicant has not demonstrated the capability, qualifications and reliability to hold and control a liquor license, and has not demonstrated that the public convenience requires and the best interest of the community will be substantially served by the issuance of the liquor license.
Staff also notes the applicant must resolve any pending City of Phoenix building and zoning requirements and be in compliance with the City of Phoenix Code and Ordinances.
