Pursuant to A.R.S. 4-203, a spirituous liquor license shall be issued only after satisfactory showing of the capability, qualifications and reliability of the applicant and that the public convenience and the best interest of the community will be substantially served by the issuance. If an application is filed for the issuance of a license for a location, that on the date the application is filed has a valid license of the same series issued at that location, there shall be a rebuttable presumption that the public convenience and best interest of the community at that location was established at the time the location was previously licensed. The presumption shall not apply once the licensed location has not been in use for more than 180 days.

I have the capability, reliability and qualifications to hold a liquor license because:
“We the owners of this restaurant have approximately 15 years in the restaurant industry selling alcohol. We currently are operating Churrasco De Brasil in Tucson AZ and have had no liquor or criminal violations. I recently attending the Arizona Basic and Management liquor law training and will ensure my staff will comply with all city, state and health laws. We are excited to have a new location in the City of Phoenix. It is a high end Brazilian Steakhouse."
The public convenience requires and the best interest of the community will be substantially served by the issuance of the liquor license because:
“The community does not have a high end restaurant in the area with owners who are as experienced as us. I believe this type of restaurant will elevate the housing cost and businesses in the area. The alcohol sold with meals merely to complement the sales of food we serve. There is no package to go with service from the restaurant."
