Office of Accountability and Transparency Ordinance Discussion

 

Description

This report continues the discussion of the creation of the ordinance for the Office of Accountability and Transparency. This Office would serve as an entity that will monitor and participate in investigations that are brought forth against members of the Phoenix Police Department. It also will be providing recommendations for training, policy, hiring practices, disciplinary actions and other items on behalf of the community. An updated draft ordinance is presented for Council review and discussion.

Report

Summary

This item was discussed during a Work Study on Sept. 8, 2020. At that time a draft ordinance was discussed that would formally establish the Office, define the role of the director, and outline the scope of duties the Office would undertake. During this meeting there was discussion that the director cannot be hired until an enabling ordinance is passed. As a result of the Sept. 8, 2020 Work Study, staff made a variety of changes to the draft ordinance for Council discussion. Those changes have been incorporated into an updated draft ordinance (Attachment A).

 

Staff is seeking any further direction on the ordinance. The overall ordinance will be brought to a formal City Council adoption vote later this fall.

 

Concurrence/Previous Council Action

This item was approved by City Council on Feb. 25, 2020 by a vote of 5-4. Further Council action has been taken on the first year’s budget allocation and creation of positions.
