This report requests the Economic Development and Equity Subcommittee recommend the Assisted Housing Governing Board (AHGB) approve the adoption of a Significant Amendment to the Housing Department's 2021-22 Annual Agency Plan by adding provisions to implement a U.S. Department of Housing and Urban Development (HUD) funded Capital Fund Emergency Safety and Security Grant in the amount of $250,000. There is no impact to the General Fund.

Summary
The HUD Capital Fund Program provides funds, annually, for the development, financing and modernization of public housing properties. Funds may also be used for conversions under the HUD Rental Assistance Demonstration (RAD) program for public housing.
In April 2021, the Housing Department was awarded a Capital Fund Emergency Safety and Security Grant in the amount of $250,000. These funds are to be used for Emergency Capital Needs for safety and security measures within the Housing Department's public housing communities.
The Housing Department plans to utilize the funds at two public housing sites, Pine Towers and Maryvale Parkway Terrace senior housing properties, to improve exterior lighting and install security systems to monitor the properties and enhance safety for the vulnerable residents residing at these two locations.
Financial Impact
There is no impact to the General Fund. The Significant Amendment to the Annual Agency Plan is an administrative change only.
Public Outreach
The seven-member Resident Advisory Board (representing the Conventional, Senior, Scattered Sites and Section 8 Housing Voucher programs) met and approved the Significant Amendment on Nov. 17, 2021. As required by federal regulation, the public was given a 45-day notice to provide comments. A public hearing was held on Dec. 2, 2021.
