Description

Request to authorize the City Manager, or his designee, to enter into an agreement with AZTEC Engineering Group, Inc. to provide Engineering Services that include assessment, design and survey services for the area bounded by: Cave Creek Road to 26th Street and East Angela Drive to Marco Polo Road project. Further request to authorize execution of amendments to the agreement as necessary within the Council-approved expenditure authority as provided below, and for the City Controller to disburse all funds related to this item. The fee for services will not exceed $600,000.

 

Additionally, request to authorize the City Manager, or his designee, to take all action deemed necessary to execute all utilities-related design and construction agreements, licenses, permits, and requests for utility services related to the development, design and construction of the project and to include disbursement of funds. Utility services include, but are not limited to: electrical, water, sewer, natural gas, telecommunication, cable television, railroads and other modes of transportation. This authorization excludes any transaction involving an interest in real property.

Summary

The purpose of this project is to provide safety and mobility improvements to sidewalks, curb ramps, driveways, street lighting, landscaping, traffic signals, striping, and roadway widening along Cave Creek Road and Contention Mine Road.

 

AZTEC Engineering Group, Inc’s services for Cave Creek Road from Angela Drive to Marco Polo Road will include, but are not limited: to design for street widening; ADA improvements for sidewalks, curb ramps, and driveways; new curb and gutter; signing and striping modifications; new bus pads; street lighting; various utility adjustments; retaining walls; roadway widening and paving; catch basins and scuppers; and other incidentals. The traffic signals at Union Hills Drive and Grovers Avenue will also be updated as part of this project. A drainage memorandum will be required for new or relocated existing drainage structures. Additionally, the design of landscape and irrigation systems will be required as part of the scope of work.

 

AZTEC Engineering Group, Inc’s services for Contention Mine Road from Cave Creek Road to 26th Street will include, but are not limited: to design for half street improvements; ADA elements including sidewalks and curb ramps; new driveways, curb and gutter; signing and striping modifications; street lighting; geotechnical testing and pavement recommendation; drainage evaluation; various utility adjustments and relocations; miscellaneous removals; and other ancillary items.

 

Procurement Information

The selection was made using a qualifications-based selection process set forth in section 34-603 of the Arizona Revised Statutes (A.R.S.). In accordance with A.R.S. section 34-603(H), the City may not publicly release information on proposals received or the scoring results until an agreement is awarded. Contract Term

The term of the agreement is two years from the issuance of the Notice to Proceed. Work scope identified and incorporated into the agreement prior to the end of the term may be agreed to by the parties, and work may extend past the termination of the agreement. No additional changes may be executed after the end of the term.

 

Financial Impact

The agreement value for AZTEC Engineering Group, Inc. will not exceed $600,000, including all subconsultant and reimbursable costs.

 

Funding is available in the Street Transportation Department's Capital Improvement Program budget. The Budget and Research Department will separately review and approve funding availability prior to execution of any amendments. Payments may be made up to agreement limits for all rendered agreement services, which may extend past the agreement termination.
