Request to authorize the City Manager, or his designee, to enter into a contract with Creative Paving Solutions, L.L.C. dba Creative Paving Coating Solutions to provide decorative pavement maintenance for the Street Transportation Department. Further request to authorize the City Controller to disburse all funds related to this item. The total value of the contract will not exceed $4,455,000.

Summary
This contract will provide labor and materials for the installation, maintenance and repair of decorative asphalt paving systems, including crosswalks, medians and resurfacing projects throughout the City. Durashield SR, a proprietary solar-reflective pavement coating, is distributed exclusively through its Road Performance System Certified Installer Program and Creative Paving Coating Solutions is the sole certified installer authorized to perform Durashield SR installations within the City of Phoenix. The services provided under this agreement will include the installation of new decorative surfaces using imprinting techniques, such as grid style or free style depressions, to simulate the appearance of hand-laid brick or cobblestone on existing asphalt. In addition, the agreement will cover the cleaning, repair and re-coating of existing decorative surfaces. These services are essential for maintaining and enhancing the City's aesthetic and functional infrastructure while ensuring that decorative paving remains in good condition while contributing to the overall safety and appearance of the municipal streets and transportation systems. These services will also specifically support the City of Phoenix Cool Pavement Program.
Procurement Information
In accordance with Administrative Regulation 3.10, standard competition was waived as a result of an approved Determination Memo based on the following reason: Special Circumstances Without Competition. The City of Phoenix requires specialized pavement maintenance materials and installation services to support the construction, repair and maintenance of decorative asphalt paving systems. General Aniline & Film, North America's largest roofing and waterproofing manufacturer, produces Durashield SR, a proprietary solar-reflective pavement coating that is distributed exclusively through its Road Performance System Certified Installer Program and Creative Paving Coating Solutions is the sole certified installer within the City of Phoenix. No other manufacturer produces a comparable epoxy-fortified acrylic based solar-reflective coating. Durashield SR was selected for its proven performance and compatibility with the City's existing pavement preservation and sustainability. The product is being evaluated as a potential alternative to asphalt-based cool pavement. This evaluation aligns with the City's commitment to innovation, urban heat mitigation and sustainable infrastructure development.
Contract Term
The contract will begin on or about July 1, 2026, for a five-year term with no option to extend.
Financial Impact
The aggregate contract value will not exceed $4,455,000 for the five-year aggregate term. Funding is available in the Street Transportation Department's Capital Improvement Program budget.
