Repeal Existing Pay Ordinance S-42689 and Adopt New Ordinance for New Rates and Compensation (Ordinance S-45840)

 

Description

Request City Council to repeal Ordinance S-42689, and all amendments thereto, and to adopt a new ordinance to become effective July 1, 2019, for City Council-approved gross pay rates and other compensation for the two-year period included in the 2019-21 Memoranda of Understanding, as defined under the Meet and Confer Ordinance. Also included are gross rates of pay and other compensation for employees covered by the Meet and Discuss Ordinance, and gross pay rates and other compensation for all unrepresented employees.

Summary

The new Pay Ordinance includes items which are part of the Memoranda of Understanding with the five Meet and Confer employee groups that were approved by City Council through formal Resolution on April 3, 2019, April 9, 2019, May 1, 2019, and May 15, 2019. Administrative Regulations and other policy documents will be amended to address those items agreed to with the employee groups that are not part of the Pay Ordinance. A report of pay rates by job code (known as “Schedule II”) has been filed with City Clerk for each year of the 2019-21 Pay Ordinance.

 

Collectively, these documents outline changes to pay rates and other compensation for employees covered by the Meet and Confer Ordinance, employees covered by the Meet and Discuss Ordinance, and employees represented by the City Manager, such as confidential office and clerical, middle managers, and executives. This is consistent with the City Council’s actions adopting the 2019-21 Memoranda of Understanding (MOU’s). This is also consistent with the City Manager’s authority to approve 2019-21 Memoranda of Agreement (MOAs) for employee associations; and, to approve pay rates and other compensation for employees represented by the City Manager.

 

The Pay Ordinance was updated to also include the City's $15 per hour minimum rate, an increase of employee relocation expenses authorized by the City Manager, promotional salary calculation changes, and general language clean-up.  

 

The existing Pay Ordinance with the proposed changes in caps and as strike-through text are reflected in Attachment A. The Schedule II documents for each year of the 2019-21 Pay Ordinance are on file with City Clerk as of June 19, 2019.

 

Concurrence/Previous Council Action

City Council approved, by formal Resolution, the Memoranda of Understanding with the five Meet and Confer groups on April 3, 2019, April 9, 2019, May 1, 2019, and May 15, 2019.
