This request is for an ownership transfer of a liquor license for a topless bar. This location was previously licensed for liquor sales and may currently operate with an interim permit.

 

The 60-day limit for processing this application is Dec. 4, 2017.

 

Pursuant to A.R.S. 4-203, a spirituous liquor license shall be issued only after satisfactory showing of the capability, qualifications and reliability of the applicant and that the public convenience and the best interest of the community will be substantially served by the issuance. If an application is filed for the issuance of a license for a location, that on the date the application is filed has a valid license of the same series issued at that location, there shall be a rebuttable presumption that the public convenience and best interest of the community at that location was established at the time the location was previously licensed. The presumption shall not apply once the licensed location has not been in use for more than 180 days.

I have the capability, reliability and qualifications to hold a liquor license because:

“I graduated from Arizona State University in 2000 with a B.S. in Pschology and a B.S. in Marketing. In 2003, I graduated with a Master's degree in Counseing Psychology. After graduation, I worked for myself in real estate and owned and operated other businesses. I have completed both basic and management title 4 training.”

 

The public convenience requires and the best interest of the community will be substantially served by the issuance of the liquor license because:

“I will be an outstanding operator at this location. I will make improvements to the building. The public would be convenienced by having alcohol at this location. This location has previously had alcohol. I will also be serving food for the public and I have retained an experienced chef."

 

Staff Recommendation

Staff recommends approval of this application.
