Architectural and Engineering Support Services for Aviation Department Job Order Contracts (Ordinance S-45796)
Description
Request to authorize the City Manager, or his designee, to enter into separate agreements with two consultants listed below to provide Architectural and Engineering Support Services that include project management, programming, studies, design, and construction administration and inspection services on an as-needed basis for Aviation Department Civil and Architectural Job Order Contracts (JOC). Further request to authorize execution of amendments to the agreements as necessary within the Council-approved expenditure authority as provided below, and for the City Controller to disburse all funds related to this item. The fee for services will not exceed $9 million.
Additionally, request to authorize the City Manager or his designee to take all action necessary to execute all utilities-related design and construction agreements, licenses, permits, and requests for utility services relating to the development, design, and construction of the projects and to include disbursement of funds. Utility services include, but are not limited to: electrical; water; sewer; natural gas; telecommunications; cable television; railroads; and other modes of transportation. This authorization excludes any transaction involving an interest in real property.

Summary
The purpose of these contracts is to provide architectural and engineering on-call support services at Phoenix Sky Harbor International Airport, Phoenix Deer Valley Airport, and Phoenix Goodyear Airport. The services will be on an as-needed basis to support the work of the Aviation Department Job Order Contractors. The selected architectural and engineering support services consultants will be required to manage all projects in all phases simultaneously, and to coordinate with Aviation Department staff and the Aviation Department Job Order Contractors.
The engineering and architectural consultants' services include, but are not limited to: facilitating design and construction meetings, preparing reports, performing on-site examinations, keeping the City informed of progress of work, developing construction document and specifications, assisting with reviews of JOC documents, preparing cost estimates, reviewing and approving shop drawings, reviewing contractors' payment requests, conducting substantial completion inspections, and other work as requested to support the JOC program.
Procurement Information
The selections were made using a qualifications-based selection process set forth in section 34-604 of the Arizona Revised Statutes (A.R.S.). In accordance with A.R.S. section 34-604(H), the City may not publicly release information on proposals received or the scoring results until an agreement is awarded. Five firms submitted proposals under the Architectural Support Services category, and four firms submitted proposals under the Engineering Support Services category. Contract Term
The term of the each agreement is five years from the issuance of the Notice to Proceed. Work scope identified and incorporated into the agreement prior to the end of the term may be agreed to by the parties, and work may extend past the termination of the agreement. No additional changes may be executed after the end of the term.
Financial Impact
The agreement value for LEA-Architects, LLC will not exceed $3,750,000, including all subconsultant and reimbursable costs. The agreement value for TRACE Consulting, LLC will not exceed $5,250,000, including all subconsultant and reimbursable costs. The total fee for services will not exceed $9 million.
Funding is available in the Aviation Department’s Capital Improvement Program and Operating budgets. The Budget and Research Department will review and approve funding availability before issuance of any on-call task order of $100,000 or more. Payments may be made up to the agreement limits for all rendered services, which may extend past the agreement termination.
