Description
Request to authorize the City Manager, or his designee, to enter into a contract with Faith Group, LLC to provide comprehensive airport security action plan consulting services for the Aviation Department, which includes Phoenix Sky Harbor International Airport (PHX), Phoenix Deer Valley Airport (DVT) and Phoenix Goodyear Airport (GYR), in an amount not to exceed $1,242,000 for a five-year aggregate contract term. Further request authorization for the City Controller to disburse all funds related to this item.

Summary
The Aviation Department had a comprehensive airport security action plan completed in 2004 and updated in 2009. From these assessments, PHX was able to implement numerous projects to further provide a safe and secure airport for our customers. Updating the security action plan approximately every five years is an industry standard. The contract will provide expert level comprehensive physical security threat assessment and a comprehensive cyber security risk and technology assessment, with recommended measurable improvements resulting from the project tasks. The projects tasks include conducting threat, vulnerability and risk assessment, and providing recommendations for: Air Cargo Facilities, Command Center and Emergency Operation Center, Sky Train, Explosive Detection System/Security Checkpoints, Terminal Buildings, Public Parking Garages, Rental Car Center; analyzing critical systems, such as heating, ventilation, and conditioning. The contract should be completed in two years and is essential because it will provide risk assessments, mitigation plans, analysis and recommendation of available technology, and resources for physical and cyber security at PHX, DVT and GYR.
Procurement Information
Request for Proposal 18-025 - Comprehensive Airport Security Action Plan Consulting Services was conducted in accordance with Administrative Regulation 3.10. There were seven offers received by the Contracts and Services Division on June 27, 2018. Of the seven offers received, five were deemed responsive and two were deemed nonresponsive.
The proposals were evaluated by an evaluation panel and scored by consensus based on the following criteria, with a maximum of 1,000 points:
- Company History, Qualifications, and Experience of Proposer - 200 Points.
- Qualifications and Experience of Proposed Key Personnel - 300 Points.
- Method of Approach to Scope of Services - 300 Points.
- Pricing - 200 Points.
The evaluation panel recommends that a contract be awarded to Faith Group, LLC as the best value to the City based on the following consensus scores for the top three scoring proposers:
- Faith Group, LLC 744 Points.
- New Age Security Solutions 632 Points.
- Counter Technology 533 Points.
Contract Term
The term of the contract is two years that will begin on or about Jan. 1, 2019. The contract will include three one-year options to extend the term that may be exercised in the sole discretion of the Aviation Director.
Financial Impact
The five-year aggregate contract value shall not exceed $1,242,000. Authority for additional funding for the options to extend will be requested, if necessary. Funds are available in the Aviation Department's Capital Improvement Program budget. The Budget and Research Department will separately review and approve funding availability prior to executing any amendments.
Concurrence/Previous Council Action
This item was recommended for approval at the Aviation and Transportation Subcommittee meeting on Nov. 27, 2018, by a vote of 3-0.
