This report requests the Land Use and Livability Subcommittee, which serves as the City of Phoenix Head Start Birth to Five Governing Board, approve the proposed Head Start Birth to Five program Shared Governance Documents.

Summary
Shared governance is achieved by coordinating the efforts of two distinct entities. First, the City Council assigns a subcommittee for the governance role of the Head Start Birth to Five program. The City Council has designated the Land Use and Livability Subcommittee as the Governing Board for the Head Start Birth to Five program. Second, the Policy Council provides a mechanism for parental and community involvement in the decision-making process. The Subcommittee and the Policy Council share authority with each other through a combination of unique and shared responsibilities to ensure all legal, fiscal and programmatic areas are in compliance with the Head Start Program Performance Standards.
The following is an overview of the Shared Governance Documents (Attachment A).
Policy Council Shared Governance Procedures
These procedures include communication between the Land Use and Livability Subcommitee and Policy Council. It includes information related to planning, policies, and operations (Pages 3-4).
Policy Council Bylaws
The bylaws are written procedures outlining how the Policy Council will function as an entity within the program. It includes how members are elected, outlines member roles and responsibilities, and includes measures to address conflict of interest (Pages 5-11).
Policy Council Impasse Procedures
Impasse procedures provide guidance and a process when the Land Use and Livability Subcommitee and Policy Council disagree on a proposed decision. It outlines the mediation and arbitration procedures and establishes a timeline (Pages 12-14).
Policy Council Conflict of Interest Affidavit
The affidavit requires members of the Policy Council to identify any possible conflicts of interest and outlines more specific potential conflicts (Page 15).
Policy Council Code of Ethical Conduct
The Code of Ethical Conduct establishes the behavioral and professional expectations of members of the Policy Council (Page 16).
City of Phoenix Standards of Conduct
In accordance with the Head Start Program Performance Standards, this document outlines the responsibilities of governing board members and City of Phoenix employees who are implementing the Head Start Birth to Five program to ensure the health and safety of children. Education Service Providers and partners who do not have their own Policy Council Approved Standards of Conduct (Pages 18-19) will use this document.
