Description

Request to authorize the City Manager, or his designee, to enter into an agreement with Kiewit Infrastructure West Company (Phoenix) to provide Construction Manager at Risk (CMAR) Design Phase Services in support of the 24th Street Water Treatment Plant (WTP) Rehabilitation 2017 project. Further request authorization for the City Controller to disburse all funds related to this item.

Summary

The 24th Street Water Treatment Plant is a conventional water treatment facility with the capacity to treat 140 million gallons per day (MGD). The WTP treats Salt River Project water with various operations and processes. It was constructed in the 1950s and 1960s, and upgraded in the 1990s and 2000s. A condition assessment of the 24th Street WTP treatment systems indicated that various treatment systems are deteriorating and are in need of rehabilitation/replacement, due to age and usage. The City anticipates the treatment systems to be rehabilitated/replaced include flocculation basins, sedimentation basins, junction boxes, other concrete structures, filter valves, raw water inlet pipelines, sludge blowdown pipelines, main switchgears, and other electrical equipment.

 

Kiewit Infrastructure West Company will begin in an agency support role for the CMAR Design Phase Services and will then act as the construction contractor for the City during the Construction Phase Services for the project. The CMAR Design Phase Services may include, but are not limited to providing detailed cost estimating and knowledge of market place conditions; project planning and scheduling; construction phasing and scheduling that will minimize interruption to the City; alternate systems evaluation and constructability studies; and advising the City on ways to gain efficiencies in project delivery.

 

Procurement Information

Kiewit Infrastructure West Company was chosen for this project using a qualifications-based selection process according to Section 34-603 of the Arizona Revised Statutes (A.R.S.). Pursuant to the A.R.S. Title 34, the City is not to release the scoring of firms until a contract has been awarded. The top-three rankings follow:

Contract Term

The contract term of the CMAR Design Phase Services will be two years from issuance of Notice to Proceed. Contract work scope identified and incorporated into the contract prior to the end of the contract may be agreed to by the parties and work may extend past the termination of the contract. No additional contract work scope may be executed after the end of the contract term.

 

Financial Impact

Kiewit Infrastructure West Company's fee will not exceed $250,000. Funds are available in the Water Services Department's Capital Improvement Program budget. Contract payments may be made up to the contract limits for all rendered contract services, which may extend past the contract termination.
