Aerial Displays - Fireworks & Drones Contract - PKS-RFQu-26-0118 Request for Award (Ordinance S-52494) - Citywide

 

Description

Request to authorize the City Manager, or his designee, to enter into contracts with Northern Lights Drone Shows and Southwest Fireworks, LLC to provide Aerial Display Services for the Parks and Recreation Department. Further request to authorize the City Controller to disburse all funds related to this item. The total value of the contracts will not exceed $1.5 million.

Summary

This contract will provide professional-quality aerial entertainment of fireworks and/or lighted drone show displays for various Parks and Recreation Department events. Under the contracts, pyrotechnic entertainment and/or drone shows and related activities will be provided for department-sponsored events, as requested. Aerial displays are presented as entertainment for City residents and visitors attending the events.

 

Procurement Information

A Request for Qualifications procurement was processed in accordance with Administrative Regulation 3.10 to establish a Qualified Vendor List (QVL).

 

Two offerors submitted qualifications and were deemed to be responsive and responsible. An evaluation committee of City staff evaluated those offers based on the following minimum qualifications:

  • Qualifications and Experience
  • Certifications and Licenses

 

After reaching consensus, the evaluation committee recommends award to the following offerors:

  • Northern Lights Drone Shows
  • Southwest Fireworks, LLC

 

Contract Term

The contracts will begin on or about December 3, 2025, for a five-year term with no options to extend.

 

Financial Impact

The aggregate contracts value will not exceed $1.5 million.

 

Funding is available in the Parks and Recreation Department's operating budget.
