New Land Lease with the Federal Aviation Administration at Phoenix Deer Valley Airport (Ordinance S-53144) - District 1

 

Description

Request to authorize the City Manager, or the City Manager's designee, to enter into a new land lease with the Federal Aviation Administration (FAA) for the three-acre air traffic control tower site at Phoenix Deer Valley Airport (DVT).

Summary

The FAA currently leases a three-acre site at DVT for the operation and maintenance of the air traffic control tower under Lease No. 116177 (Lease). The term of the Lease was originally 20 years, commencing Oct. 1, 2005.  The Lease was amended to extend the term one year, with the term expiring on Sept. 30, 2026. The FAA and the City want to enter into a new land lease for the current location for a term of 20 years.

 

Contract Term

The proposed new lease term is 20 years commencing on Oct. 1, 2026, and ending on Sept. 30, 2046.

 

Financial Impact

This is a nominal-value, non-revenue Lease that will be executed in compliance with FAA policy regarding federal air traffic control facilities. The FAA is solely responsible for all operational costs associated with occupying the tower, including utilities and maintenance.

 

Concurrence/Previous Council Action

The Phoenix Aviation Advisory Board, Business and Development Subcommittee recommended approval of the item on Aug. 5, 2026, by a vote of 2-0.

The Phoenix Aviation Advisory Board recommended approval of the item on Aug. 20, 2026, by a vote of 9-0.
