Request to authorize the City Manager, or his designee, to accept AJP Electric, Inc. (Phoenix) as the lowest-priced, responsive and responsible bidder and enter into a contract with AJP Electric, Inc., for construction services for the Yapa Park Renovations project. Further request authorization for the City Controller to disburse all funds related to this item.

Summary
AJP Electric, Inc., will provide construction services for the renovation of Yapa Park, a 0.343-acre mini park originally developed in the early 1960’s. The park has an existing basketball court, playground area, sparse site furnishings, minimal landscape and no electrical or water services. The park renovations and improvements include enhancements to the existing basketball court, including athletic surface and equipment, an all new steel shade ramada, concrete walkways, chilled drinking fountain, site furnishings, electrical service, water service, site lighting, chain link fencing, site grading and drainage improvements, landscape planting, decomposed granite and a new irrigation system.

Four bids were received in compliance with Section 34-201 of the Arizona Revised Statutes by the Street Transportation Department on Dec. 6, 2016. All bids were sent to the Parks and Recreation and Neighborhood Services departments for review to determine Community Development Block Grant (CDBG) funding compliance. The bids ranged from a low of $161,278.00 to a high of $221,138.65. The Engineer’s Estimate and the three lowest responsive, responsible bidders are listed below:

Contract Term
The term of the contract is 90 calendar days. The contract work scope identified and incorporated into the contract prior to the end of the contract may be agreed to by the parties, and work may extend past the termination for work in progress. No additional contract work scope changes may be executed after the end of the contract term.
Financial Impact
The bid award amount is within the total budget for this project. Federal CDBG funding is available in the Parks and Recreation Department’s Capital Improvement Program budget. Contract payments may be made up to contract limits for all rendered contract services, which may extend past the contract termination.
