Description
Request to authorize the City Manager, or his designee, to approve a Qualified Vendor List (QVL) for eligible consultants to provide water and wastewater infrastructure design, customer profiles, monitoring and modeling flows, and risk analysis for the Water Services Department. Further request authorization for the City Controller to disburse all funds related to this item.

Summary
Eligible consultants selected will support the Water Services Department with developing and implementing strategic water and wastewater programs.
1. Water and wastewater infrastructure design, construction, rehabilitation, replacement, and operational cost.
2. Customer profiles, water demand management and characteristics, economic and financial analysis associated with provision of water and wastewater services.
3. Monitoring and modeling of water and wastewater flows at the site, subdivision, neighborhood, basin, and regional level.
4. Water supply options, associated costs, water shortage, risk analysis, research associated with climate change impacts, other supply threats, and opportunities.
Procurement Information
Request for Qualification (RFQu) 84-16-085-QVL-8416 was conducted in accordance with Administrative Regulation 3.10 to establish a QVL. Sixteen proposals were received by the Water Services Department on Jan. 18, 2017.
The proposals were scored by a seven-member evaluation committee based on the following criteria: background, research, and analysis in the areas of expertise selected (300), technical writing in the areas of expertise selected (300), location and anticipated staff to perform the project in a timely and cost-effective manner (100), quality of abstracts and documentation associated with the project (100), and overall quality of the proposal submitted (100). The evaluation committee determined that out of a total of 900 points possible, the competitive range would be 501 points. Once review and evaluation discussions concluded, the committee then determined a consensus score for each evaluation criterion. The consultants were chosen using a qualifications-based selection process; scores are as follows:

The consensus scores for A&N Technical Services, Alan Plummer Associates, Inc., Arcadis, Black and Veatch, CH2M, Clear Creek Associates, Entellus, Hazen and Sawyer, Keen Independent Research, Kimley-Horn and Associates, Inc., Leonard Rice Engineering, Montgomery & Associates, NCS Engineers, Rounds Consulting Group, Inc., and Southwest Groundwater exceeded the established competitive range of 501 points. The Water Services Director recommends these firms to be included on the QVL by program areas.
Contract Term
The QVL shall be effective for a three-year term beginning on or about April 15, 2017, and ending on April 14, 2020.
Financial Impact
The aggregate contract value will not exceed $1,200,000, with an estimated annual expenditure of $400,000. Funds are available in the Water Services Department operating budget.
