Request to Amend Qualified Vendor List for Human Services Department Meeting and Conference Facilities (Ordinance S-45996)
Description
Request to authorize the City Manager, or his designee, to amend the Qualified Vendor List (QVL) for Meeting and Conference Facilities to authorize the use of all Human Services Department (HSD) fund sources. Further request authorization for the City Controller to disburse all funds related to this item for the life of the QVL. Expenditures will not exceed $1.5 million over the life of the contract.

Summary
Previously, City Council authorized HSD to enter into a contract with Sodexo America, LLC (Sodexo) to allow the Education Division to utilize Sodexo’s event facilities. Other divisions in HSD have expressed a need for meeting and event center facilities.
HSD provides comprehensive social services to improve the quality of life for Phoenix residents through its six divisions: Business and Workforce Development, Community and Senior Services, Education, Homeless Services, Management Services, and Victim Services. Part of these social services requires events to be held to provide education, training, and information.
Procurement Information
Sodexo was initially awarded a contract through a Request for Qualifications, RFQu-18-EDU-20. Sodexo was the only vendor awarded to the QVL.
As HSD has an ongoing need to convene for various types of events for which a meeting and event center facility will be required, a second Request for Qualifications, RFQu-19-MSD-31, was conducted in accordance with City of Phoenix Administrative Regulation 3.10. HSD received two offers on July 15, 2019. One offer was submitted by Sodexo, who currently has an active contract in place for services similar in scope to those outlined in the solicitation. The other offer was determined non-responsive. As a result, this solicitation was cancelled.
Contract Term
Sodexo’s initial contract is from May 3, 2018 through May 2, 2023, with no options to extend.
Financial Impact
Expenditures will not exceed $1.5 million over the life of the contract. Funding is available from all of HSD’s funding sources.
Concurrence/Previous Council Action
City Council approved the QVL on May 2, 2018 (Ordinance S-44529).
