Acquisition, Relocation and Related Real Estate Services Contract - RFQu-26-0091 Request for Award (Ordinance S-53144) - Citywide

 

Description

Request to authorize the City Manager, or the City Manager's designee, to enter into contracts with Consultant Engineering, Inc. and Tierra Right of Way Services, Ltd. to provide acquisition, relocation and related real estate services, which include project and case management necessary to acquire and manage real property on behalf of the City. Further request to authorize the City Controller to disburse all funds related to this item. The total combined value of the contracts will not exceed $7,000,000. Request to apportion the total combined value among the contract awardees based on the City's needs and resources at the City Manager's, or his designee's, discretion.

Summary

The Finance Department's Real Estate Division requires these services to support citywide requests related to real property conveyances and management. The Real Estate Division performs actions necessary to acquire, manage and dispose of real property in compliance with the Uniform Relocation Act for City projects. These services include, but are not limited to: acquiring real property for City projects, managing relocations, clearing sites and providing due diligence, research, leasing, disposition and property management services.

 

Procurement Information

A Request for Qualifications procurement was processed in accordance with Administrative Regulation 3.10 to establish a Qualified Vendor List (QVL).

 

Three offerors submitted offers, and two were deemed to be responsive and responsible. An evaluation committee of City staff evaluated those offers based on the following minimum qualifications:

 

  • Method of Approach (0-333.36)
  • Capacity (0-333.35)
  • Experience and Expertise (0-333.29)

 

After reaching consensus, the evaluation committee recommends award to the following offerors:

 

Consultant Engineering, Inc.

Tierra Right of Way Services, Ltd.

 

Contract Term

The contracts will begin on or about November 1, 2026, for a five-year term with no options to extend.

 

Financial Impact

The aggregate value of the contracts will not exceed $7,000,000. Funding is available in various departments' operating budgets.
