Description

Request to authorize the City Manager, or his designee, to enter into a contract with JTB Supply Company to purchase Type B utility service meter cabinets for the Street Transportation Department, in an amount not to exceed $1 million. Further request authorization for the City Controller to disburse all funds related to this item.

Summary

The Street Transportation Department uses these utility service meter cabinets at intersections throughout the City to provide power to traffic signals. In the event of a power outage from the utility side of the meter, these cabinets will operate the traffic signals on battery power for up to eight hours. If the power outage is longer than eight hours, the City can plug in a generator to provide power, which will recharge the batteries and continue operating the traffic signal system.

 

Procurement Information

IFB 18-317 was conducted in accordance with Administrative Regulation 3.10. There were three offers received by the Procurement Division on June 29, 2018 for the Type B cabinets, however, two bids were deemed non-responsive for not meeting the listed specifications. The only offer was evaluated on price, responsiveness to specifications and the price was determined to be fair and reasonable. The following is the recommended offeror:

Contract Term

The five-year contract term will begin on or about Sept. 6, 2018.

 

Financial Impact

The aggregate contract value will not exceed $1 million with an estimated annual expenditure of $200,000. Funds are available in the Street Transportation Department's budget.
