Citizen Request: Bonnie Nichols - District 7 & Citywide

 

Description

This report provides the City Council with information in response to comments made by Bonnie Nichols at the April 8, 2026, Formal City Council meeting.

Summary

During the aforementioned City Council meeting, Ms. Nichols expressed concern about safety and security at the Safe Outdoor Space (SOS) and Central Arizona Shelter Services (CASS). The SOS is an outdoor, structured campground alternative to indoor shelter. CASS is a 600-person congregate shelter located on the Key Campus.

 

Ms. Nichols expressed she did not want the SOS to be shut down but expressed concerns with clients not feeling safe and the criteria of when a client is exited (required to leave) the SOS. She shared she had called the Health Department to report issues. Ms. Nichols also expressed concerns with CASS regarding on-campus drug use and security.

 

Keys to Change staff operates and manages the SOS 24 hours per day, seven days a week. They monitor and ensure the safety of all clients and utilize onsite private security to support this effort. Cameras are functioning at the site and staff can review recordings as needed.

 

Individuals are not able to remain a participant of the SOS if they violate certain rules associated with violence, theft, or drug use. These issues could result in a client being required to exit the program. When these issues arise, an incident report is sent to the Office of Homeless Solutions (OHS) for review.

 

OHS has verified that the Maricopa County Environmental Services Department responded to a complaint submitted at the SOS. An Environmental Enforcement Specialist conducted a site visit on March 27, 2026. The Specialist informed OHS later that day that there were no findings during the visit.

 

CASS and the Key Campus have 24 hour private security and neither organization allows participants to use drugs on campus.

 

OHS is committed to working with community, service providers and partners to best serve clients at all our shelter sites and will make improvements where necessary. OHS will continue to create an environment where clients feel heard and respected. Staff have contacted Ms. Nichols to discuss her comments and concerns.
