Summary
The Arizona Legislature passed House Bill (H.B.) 2772, which the Governor signed on April 15, 2021. This legislation authorized amending tribal gaming compacts to expand the types of gambling available at tribal casinos, and also authorized certain online and limited location gaming statewide. The Governor and tribes signed the amended gaming compacts April 15, 2021 and they became effective Mary 24, 2021.
The legislation also generally allows: A) online fantasy sports betting by state-licensed operators; B) a state-lottery run keno game to be played at racetrack/Off Track Betting (OTB) locations as well as fraternal and veterans’ organizations; and C) event wagering (sports betting) online and at physical sportsbooks at tribal casinos and by state-licensed operators at or near professional sports facilities. The legislation requires the Arizona Department of Gaming (ADG) to adopt regulations for the licensing and conduct of fantasy sports contests and event wagering. ADG anticipates adopting final rules on July 1, 2021, with fantasy sports contests expected to begin August 26, 2021 and event wagering expected to begin on September 9, 2021. The Arizona Diamondbacks at Chase Field and the Phoenix Suns at the City-owned arena have announced partnerships to develop sportsbooks (event wagering) at their respective facilities in downtown Phoenix.
Financial Impact
There is no definitive impact to the General Fund as a result of this legislation. This legislation could result in additional City funds from State shared revenue, and from transaction privilege taxes, such as restaurants, bars and amusements that are related to gaming.
